Our county and cities must take bold action to reduce GHG emissions and enable a safer, more equitable future—including climate, housing, transportation and land–use policies.
Estimates suggest that cities are responsible for 75 percent of global emissions. With more than 60 percent of the US population living in cities, there is urgency and opportunity in focusing on local solutions.
Our Local Climate Policy Team educates city and county decision makers about best practices. We advocate for new policies and organize the local community to support the changes needed.
The Legislative Team focuses on the Sacramento lawmakers who represent Contra Costa residents. We cultivate strong relationships with these state senators and assembly members so we can influence their votes on important legislation. And we get the word out to our fellow constituents when letters and phone calls are needed to convince lawmakers to vote the right way.

Contra Costa County and its 19 cities have a vital role in addressing the climate emergency. The Electoral Team works to make sure that our local elected officials are effective climate leader —leaders who are not afraid to take bold steps toward a clean, healthy, livable future.
At present, many sitting on city councils don’t clearly understand climate issues, don’t see how local policies could address the crisis, and don’t hear from their constituents that they care about the climate crisis.
What’s worse, as our main industry, oil and gas companies have a lot of influence over the discourse around climate. They oppose meaningful action to reduce fossil–fuel emissions by calling it ‘anti–business.’ So some elected officials shy away from climate issues.
That’s why we on the Electoral Team are focused on electing stronger climate leaders—and making climate action a priority for all our local leaders.
The Green Energy Team advocates for the transition to sustainable energy sources and away from fossil fuels.
In Contra Costa, that’s a big deal—our county is home to four refineries and their pipelines. And without a complete ban on drilling, the dozens of idle oil and gas wells in East County could threaten community health.
With our partner organizations, the Green Energy Team is working to reduce refinery pollution, improve safety, and ultimately to decommission all refineries.
We’re working to raise awareness of the negative health and environmental impacts of biofuel production.
We’re working for a countywide ban on oil and gas drilling.

The Communications Team connects with people in Contra Costa County to help them learn about and engage in local climate action. The county is large and diverse, with 19 cities and many unincorporated communities. We aim to develop a climate-focused presence in each.
