The Legislative Team focuses on the Sacramento lawmakers who represent Contra Costa residents. We cultivate strong relationships with these state senators and assembly members so we can influence their votes on important legislation. And we get the word out to our fellow constituents when letters and phone calls are needed to convince lawmakers to vote the right way.

Update! As of August 14, several of the bills below were forwarded from their Appropriations Committees to their respective floors with “Do Pass” recommendations. Now is the time to tell your Assemblymember or Senator to vote Yes on each of these bills.

Urge your senator to Vote Yes!

  • AB 1577—Requires data center reporting of energy use—Amended; on Senate Floor
  • AB 2157—Extends the Displaced Oil and Gas Worker fund—On Senate floor
  • AB 2461—Strengthens insurance requirements for oil wells—Held in Appropriations
  • AB 2560—Requires transportation planning to focus on reducing vehicle mileage—Held in Appropriations

Bills We Supported

In 2025, 350 Contra Costa Action (350 CCA) endorsed the following bills, which the California legislature passed and the governor signed.

    • AB 39, Author Zbur—Local Electrification Planning Act—requires localities to plan for building and transportation electrification by 1/1/30, Signed by Governor

    • AB 368, Author: Ward—Requires the CA Energy Commission to study passive house efficiency standards, Signed by Governor

    • AB 1167, Author: Berman—Prohibits investor-owned utilities from passing on lobbying expenses to customers, Signed by Governor

    • AB 1280, Author: Garcia—Qualifies thermal energy storage for financial incentive programs, Signed by Governor 

    • SB 42, Author: Umberg—Ballot measure for public funding of local/state campaigns,  Signed by Governor

    • SB 279, Author: McNerney—Permits onsite agricultural composting,  Signed by Governor

    • SB 30, Author: Cortese—Restricts resale of diesel rolling stock, Signed by Governor

    • SB 63, Author: Weiner—Creates the Bay Area transit funding district and authorizes placing funding measure on the ballot, Signed by Governor

    • SB 71, Author: Weiner—Extended/Expanded CEQA exemptions for climate-friendly transportation projects, Signed by Governor

The objectives of the the following bills were consolidated with other initiatives into SB 237, which was approved by Governor Newsom.

    • AB 1448, Author: Hart—Strengthens protections against offshore drilling

    • SB 542, Author: Limon—Requires testing prior to restarting idled oil pipelines and evaluation of worst-case oil spills

Last year, 350 CCA opposed the following bill, which passed, but was vetoed by Governor Newsom.

To fight back, the Legislative Team is working with a broad coalition of climate and environmental justice groups for equitable, bold climate solutions. Each legislative session, we work closely with our parent organization, 350 Bay Area Action, to identify key bills, research them, and track their progress through the legislature.
